Open Question: Is there an HTML or Javascript code for this problem?

I want my site to have an alert box that ONLY pops up when it detects that the user is using Internet Explorer. The alert box would say that it's recommended that s/he use Mozilla because the s/he can view the layout of the page better using it. Help!
