Open Question: Internet having issues loading pages?

Everytime I have visited a site today the web page loads in like a mobile device type format and not very many pictures are loading right, the picture is very discolored and has lines running through it. My family has Time Warner Cable internet and we use a Netgear router. I have tried lowering security settings and have restarted the router. If anybody has a solution or knows of a problem Time Warner is experiencing with their internet, could you please let me know? Thanks so much.
