Open Question: If you know anything about computers/software HELP ME!Please?

Okay so I turned my laptop on (I have windows 7) and when I looked at my desktop all of my little shortcuts and what not were there but the pictures above them changed,They are all the google chrome icons on a paper with the right top hand corner folded in a little. And when I clicked on snipping tool,(a a small program that I've always been able to open) and it opened a blank google chrome page and on the bottom it asked if I wanted to download it,This happens for all of my programs now,except google chrome.That's the only thing that will work right,Any advise?!
